Provincial Nominee Programs
Canada’s provincial nominee programs (PNPs) provide a pathway to Permanent Residence of Canada for individuals who intend to migrate to Canada’s specific province or territory.
Each province and territory has their own Programs specifically designed to meet its labor market and demographic needs.
PNP is for skilled workers who:
- Have the human capital skills such as education and work experience to contribute to the Canadian economy of a province or territory.
- Intend to live in selected province, and simultaneously have intentions to become permanent residents of Canada.
Every province and territory in Canada has their own “Programs” with multiple streams in it (programs that target certain groups for immigration) and requirements.
I.e. in a program stream, provinces and territories may look for candidates:
- students
- business people
- skilled workers
- semi-skilled workers
Understanding of Application Process:
Application in any PNP stream depends on which province or stream you’re considering yourself applying to. You may need to apply using the paper-based process, or by the online process via Express Entry Profile Management System.
At a later stage of process when you submit your PR application, you will need to clear a medical exam and get hold of police (certificate) from the Country wherever you have resided for the period of six months or more since the age of 18. Everyone must have to undergo these checks, no matter where they plan to live in Canada.
Paper based Application process:
Whenever, you apply to the province or territory for selection under a non-Express Entry stream.
- Must meet the eligibility requirements of the province that nominates you.
- Once you have been nominated, you submit a paper application for permanent residence to Immigration, Refugees and Citizenship Canada.
- You and your family (if applicable) have to clear a medical examination and obtain a police clearance (certificate). Everyone must have these checks, no matter where you plan to live in Canada.
- Kindly note that application processing times may be longer than through Express Entry, considering it’s a two step process.
Online Application Process:
Express Entry:
In the online Express Entry process, which has 2 ways to apply:
First:
- Candidate(s) coordinate with a province or territory and consider applying for a nomination under an Express Entry stream.
- If the province or territory accept to select you for nomination, you can slimily create an Express Entry profile (or update your profile if you already have one) and show you have been nominated.
Second:
- Candidate(s) make an Express Entry profile and declare the provinces and territories about your interest in the province.
- If Province is in need of your occupation then a province or territory sends you a “notification of interest – NOI” to your IRCC account, then you may contact them directly.
- Candidate(s) apply to this Express Entry stream:
- Once nominated, then the province will extend an offer to you through your express entry – IRCC Online Account, and then you acclaim it electronically and await for your turn for selection in the round of invitation.
- Once nominated, then the province will extend an offer to you through your express entry – IRCC Online Account, and then you acclaim it electronically and await for your turn for selection in the round of invitation.
Both First and Second Cases:
- Candidate must ensure that he/she meet the eligibility requirements of the province or territory.
- Candidate must also submitted a valid Express Entry profile by meeting all eligibility criterion, including being positively eligible for any one of the immigration program it covers. In case of receipt of invitation by the IRCC then candidate should submit an E-APR (Electronic Application for Permanent Residence) to the IRCC.
